No info on power output
It says clearly in the description the usb c ports do not support streaming or charging. So I'd say it's 0watts
I can't say it's entirely clear from your description on how a charging "hub" would solve anything. You want to charge 2 devices and have a 2 USB output charger...what's the problem?
In any event your best solution if you need more than 2 ports is to just get a charger with more ports. Hubs aren't for charging, and it's pretty much impossible to find any kind of hub that supports fast charging.

I need more than two. There is a typo in there, so sorry. I would like to have four or five cables dangling out of my center console armrest; each with their own utility, essentially affording me the ability to charge anything I have on me without plugging in anything.

IDK if that's a good price, but seriously a hub isn't a workable solution for charging stuff. USB is largely a 5V animal, and quick charging is a sort of hack that outputs higher voltages on charging ports...not something a hub needs to do.
It's not power-delivery but USB will have some light power as with all USB ports. I am not sure if it is measly 5watt or more. I actually bought this last night before seeing this ad because I needed usb-c only hub and will test the wattage later tonight
