These machines were announced around 4.5 years ago (sept '19). They've probably been in service for around 4...about half of most computer gear lifespans, as properly maintained desktops get around 8-10 years of life.
With refurbished, you're delaying eWaste while saving significant amounts on the cost. Computer hardware has been very capable for the 5-8 years -- although there have been performance improvements and more power efficient components, unless you're pushing a machine to the limits, you'll be hard pressed to observe a normal/office use difference between an 8th gen and a 10th/11th gen. If anything, it'd be a modest improvement when compared side-by-side.
And the specs are very decent -- video upgrade, reasonable SSD size, and 32gb ram. That's considerably more than most entry-level systems even in 2024, which still tend to be a paltry 8gb ram and 256gb ssd.

Where it gets processing intensive is when you need to transcode video.
If you're only streaming on your local network and are connected via 802.11ac or better, it's very unlikely that you need to transcode at all.
Even a Raspberry Pi 4B (roughly 10W total) can host 4K streams, provided you have a USB 3.0 hard drive connected to it.
There's also builds through Entware that will run on a capable router, though I don't recommend them as a daily driver.
Even if it was a strange cable, there's a good chance it was still kind of standard. SAS comes to mind, maybe if it was a high end workstation it had SAS. Or maybe it was just a motherboard header cable

The Dell may have for expansion so more hard drives but no where to put them. You can get custom software and pick your NAS OS free NAS or whatever they call it, or OMV.

If we're speaking generally about the hardware, a NAS won't give you the option of video out or connecting peripherals. The included operating system is also more purpose-built. So while it can run "applets" like Plex and Transmission, it can't do everything a straight to metal Linux installation can do. Though it wouldn't be ideal, you could in theory host Plex from this while simultaneously using it as a client.
What this won't do, however, is match the storage availability of a decent NAS. Even if your NAS only has two bays, you're potentially looking at up to 40TB of storage.
Whereas, the only way you're getting that with this system is by using USB drives.
In terms of Plex itself, very few NAS systems have the ability to transcode video.
For my money, the real deciding factor shouldn't be whether you want to run Plex (even a Raspberry Pi 4B can host Plex) but whether you want to run other server software alongside Plex (Proxmox would be a good candidate) and whether you need to transcode your video files.
