On the other hand, I just moved out of my apartment and none of the command strips I had ripped out the paint at all, except when my aunt ripped them out incorrectly, and I had more than 20 of several sizes.
All the unused command strips we had lost their stickiness and now just trash. I guess they have a severe end date

Tell me about it. The last command strip I used not only took off the paint, but also a good chunk of the paper from my drywall when I tried to peel it straight down, leaving me a nice patch project for the weekend. Seems that leaving a command strip on a wall for a long time (like in the case of a floating shelf) is not a good idea.

I have yet to have any problems with Command strips, but I'm sure it's a possibility, since I almost never remove them. I did stick a handful of them on a CO detector and it fell off around 10 years later with no drywall damage - maybe they were overloaded, and the detector was expired by then. We've also found that the hooks that contact the inside of the drywall are best for hanging anything with a wire on the back.

I bought these "ledges" back in 2020* for wireless routers that I use as switches/APs, so the walls were going to end up besmirched anyway, and they're still there even with ethernet cables pulling down on them.

Buy them from Costco and refresh your strips. Return old ones back to manufacturer (thru Costco)
