Yup, and that description is not incorrect. If you look at the pics they're clearly not brifters, and there is a huge twist shifter located on each side of the stem.

Be warned, the $86 price is from a new 3rd party seller with 0 reviews and NO Returns will be accepted from that seller. I would suggest you to pay $40 more and buy from Walmart for $128, worst case scenario return the bike back to local Walmart.
