So who makes this panel? Still only I believe 4 manufacturers for 75 above panels: BOE, LG, Samsumg, and TCL. Does someone have the pdf or fcc license for this specific set?

120hz is usually just for games. Movies are shot at 24fps, sports are 30fps, most console games are 30-60 fps. Some games can do 120fps. What isn't usually talked about is input lag. To me anything less than 15ms is negligible. I think a lot of current tvs can do that, but do your research.
