Yes, they do. Regular sunglasses, no matter how matter the cost, do not provide the protection necessary to look directly into the sun. I have two pair of Oakleys and a pair of Raybans and would not attempt to look at the sun directly with any of them.
From NASA.gov: Eclipse glasses are NOT regular sunglasses; regular sunglasses, no matter how dark, are not safe for viewing the Sun.
