Edit: Also, you do not need the base game, you can just play by using different expansions, but the base is likely the biggest bang for your buck.

Also, the expansion packs are VERY American pop culture based. So if you're playing with someone who didn't grow up in the US, you might hear a lot of "I don't even know what this card is" out of people, like my European partner.
