The 5000 series will almost certainly be at least a slightly better value proposition compared to the 4000 series, but how much so remains to be seen. A lot of it also depends on the time-frame of it's release. Nvidia plans to switch to gddr7 for at least their higher skus (5070 and up), and higher density gddr7 chips won't be available for a while. That means if they want to go beyond 12gb of vram for the xx70 class in the short term, which one would hope they would considering how they've been castigated by everyone for their low vram capacities, they'd need to increase the bus width (they could also clamshell, but that's extremely unlikely). Increasing the bus width and using gddr7 memory both substantially increase the cost to manufacture, and I imagine nvidia would be very keen to pass those costs, and some extra, along to the consumer. So, if nvidia releases their xx70 and higher skus within a reasonable time-frame, I imagine the improvement in value proposition will be less than hoped for. Based off of the leaks I've seen this appears to be the most likely scenario. They could also stick with 12gb of vram for the xx70 skus, but that would be a marketing disaster as they'd get torn apart by every tech reviewer on the planet. At the high end (xx80 class), if they don't increase the bus width and stick with 16gb of vram, the improvement in the value proposition might actually be better. The xx90 class gpus will almost certainly be bought by professionals using them as a substitute for workstation gpus, so don't expect any decent value there. If they delayed the release of blackwell xx70 sku gpus until 3gb density gddr7 was available (unlikely), then the value proposition might greatly improve.

If you're willing to consider an amd card, while rdna4 won't have any high end cards, current leaks are indicating the 8800xt 16gb should perform somewhere between the 7900xt and 7900xtx while having better raytracing and power efficiency. Depending on the performance, current guesses for the msrp are between $500-$600. This is all obviously subject to change and just based off of leaks, but amd's goal for their rdna 4 generation is to crush nvidia in terms of value at the midrange and below while not competing for the performance crown.
