You can't even compare a mavic 3 to a mini what so ever. The 3 takes much better pics, vids, anything.
Mini 4 pro really is for beginners and consumers or those who want to travel light. Classic has the same main camera as the top of the line +$2000 Mavics. Very different leagues. But for most people, Mini 4 Pro is plenty capable.
Mavic 3 Classic or Pro has very high quality camera, totally amazing, much better than GoPro.
The Mavic 3 handles wind much better than the much lighter Mini.
Keep in mind you might want to spend another $500+ for extra batteries. Both the Mini and the Mavic batteries are expensive.
I highly recommend the Mavic 3 for serious users who might want to carry something with the drone or film their adventures. The Mini could be good for kids to learn and play.

The mini isn't a toy, it just feels like it to save weight to make that 249g rule.
The mini uses lithium ion batteries instead of lithium polymer batteries, which are easier to charge (power banks, cell phone chargers, etc.) and much lighter to carry. I've taken a mini on trips I couldn't have easily taken a Mavic - for example, I took my mini on a trip to an off grid jungle lodge in Ecuador where I was able to hand launch/land from a canoe and squeeze more flight time per pound in my luggage.
For international travel customs will look at the Mini as a toy, the Mavic as professional gear.
The Mini also has a very capable camera that does great, especially in good light.
That said, the Mavic does have that amazing camera so if image quality is your top priority, the Mavic is definitely what you want, but the Mini is a batter travel companion and casual flier...
