Essentially the same, yes, although also updated (e.g. locations are now offset and therefore adjacent to more locations than before . . . playtime is shorter).

For those who don't know, Chinatown is a classic, long out of print board game, the primary game mechanic of which is negotiating between players. Lots of player interaction.

There are some good reviews of both Waterfall Park, and of its predecessor Chinatown, on YouTube, for those who want to find out more.
