Gift cards are excluded in fine print
As someone who works in this field. Online is safer. If someone is hacking card numbers directly from their system it doesn't matter if it's online or physical. Physical cards have the extra issue that people can get the numbers physically before they give you the card and they just keep track of what was sold.

Got a $500 physical from target.com that was got siphoned from CA and I'm in MN, this was 5yrs ago now.
It even had cartwheel savings on the purchases! Makes you expect it was resold
Either inside warehouse job or it just comes from a B&M store
Even with police report target was a complete bafoon and wouldn't cooperate in the investigation
Somehow eventually with enough chasing target eventually got the money back, but what a shame

Very few quality items and of course gift card can not be purchased
UPDATE: The support person created a ticket "to be fixed within one hour"

Target price matches Walmart if you want to use your cards
That being said, still, if the GC info was compromised at the source (Target/issuer), then it doesn't matter if it's online or physical.
