Yes, 80% technically isn't "full", but it is also recommended to only charge to 80% anyway, since it's better for the battery.
The Ioniq 6 has been shown to get up to (and over) 320 miles on just 80%, so still a decent range, but of course depends on your needs.
Operating costs are dramatically lower even in that crazy 35 cents per KWH scenario. The better BEVs today get 4+ miles per KWH, so in your scenario it's 3-4 cents per mile. So if gas is $3 it's cost equivalent to 100 miles per gallon lol. For the person in Cali it's not much different because fuel is usually more expensive in western states for a variety of reasons, and California specifically.
Brakes basically don't wear on any relevant time frame because of engine regen doing most of the braking. Obviously no fluids to speak of really. Only real downside is somewhat faster tire wear due to heavier curb weights. A lot of people find Tesla's wear tires fast, but that's because a lot of people are having fun driving 0-60 in 3 seconds lol.
But yeah, for MOST people in MOST situations operating costs are dramatically lower with EVs than ICE. You do pay a premium for that, but I think for most people the long run is a wash or positive in favor of the EV. Plus lots of weird EV only perks like never using a gas station because you charge at home, or being able to leave climate control on "all the time" to some extent because the AC/heat doesn't rely on the ICE motor for power so it doesn't have a high cost to do. Downsides mostly show up on road trips though if you are in a Tesla OR one of the companies whose deal with Tesla has started even that isn't bad since you can add 3-4 hours of driving range in 15-25 minutes in a stop.
They aren't for everyone, but outside of culture war nonsense and a slightly (once factoring in tax credits) higher upfront cost they are a great option for most people.
Also the bottom half or so pay no income tax which is what is used to pay for those tax breaks, so the poor aren't being taxed unless you think Medicare funds are going to it.

Cargurus shows what look to be a few qualifying models at a Subaru dealership in Long Island.
They've been selling them for over 10 years and almost nobody buys them (they sell like 2-3 thousand in the US per year). Fueling stations basically do not exist outside a tiny area in California, fuel is crazy expensive, and a significant chunk of those few stations that exist have shut down in the past year because it's a garbage solution nobody wants.
Even the primary engineer of their Fool Cell car admits it's inferior to BEVs like Teslas.

Toyota has only kept pushing them because they're hilariously far behind on developing a good BEV... (the car in this deal, and the fact nobody was buying them anywhere near MSRP, is further evidence of that)
So if you're willing to expand your radius, maybe? But this is also 2 months ago. Honestly more deals will come. I wish I had gotten the Bolt deal, which came around multiple times.
