You can just go thru the purchasing process and the code you get at the end can be shared with the recipient.
Try to claim w the seller, personally I've never had this issue and I've purchased 4 or 5 times already

There shouldn't b any tax. That's the annoying thing about these sites. Fees & taxes for things that should b same as cash. Ends up being less of a discount than advertised. Check grocery flyers, dollar general & warehouse clubs like costco, sams club etc for sales & discounts. During xmas shopping season is the absolute best time to stock up but outside of that time, 10% is about the best u will get & these places will have no tax or fees on gift cards other than a cel service top up card which will have fees & tax.

Not sure if the seller on the Eneba site may be a scammer, or if it's just a technical error as the seller - "Ultimate Choice" does have an Excellent Rating.
Just a warning, I am submitting a ticket to Eneba to investigate.
