You'll end up with only 15% of the fries getting crispy, even if you shake them. The rest will be soft or soggy, or you'll end up burning a large chunk of them. It'll take a lot longer to cook them that way too.
With air fryers, you generally go 1 layer only. That's the whole point of them - to simulate the crispyness of frying, and push oil through the food, but only where the flow of air from the fan directly hits.
