1070 is in between 3050 and 3060 not a huge upgrade in term of gaming. Unless the rest of your system components are too old and you want to get this one. DDR5 Gen 4nvme etcā¦.
Short answer is that it is an upgrade. Depending on what you play it might not matter much. Personally I'd go from a 1070 to a 4060 (or 3070) or higher. That will cost extra though.

Considering the msrp of the 1070 was $379, getting this whole rig for $534 should be great deal for you.
Building this new would be like $700.
