For clarification the costco deal is Starbucks brand French Roast not the private label made by Starbuck so same as this deal.

Yes, Starbucks is probably Starbucks. I was replying to Eremeya though, who specified it was Costco brand. They do carry one or two Costco (Kirkland) brand bags that are also 'roasted by Starbucks', but not Starbucks selected beans.
