Was looking at one of these last week. It is rated pretty well and the best selling feature for me was when a reviewer ( I do not remember the exact review that I read this) rated the build as "Overkill"

I was not able to. But since the OP did not include it in the post... and since this is in a Flash Sale for roughly 1/2 of what it normally sells for, I did not know if UO had blocked it.
