I don't think so. It doesn't seem to be a granular as setting roads or creating budgets or zones. There's no "economy" or resources besides scoring based on proximity to other buildings.
From the demo video it looks similar to DorfRomantik or a tile-based boardgame.

Scoring points based on where you place certain features. And synergizing with the rest of your buildings to maximize your score to move on to the next level or unlock more buildings.

This is accurate - it's not very similar to SimCity and much more similar to DorfRomantik (which was definitely inspired by Islanders). It's all about packing in as many buildings in the ideal locations (close to similar building types to build synergies / give more points) and advance to the next island to do it all over again. There is zero management of resources, finances, citizens or desires - it's all about placing buildings.

Bought it, figured why not for sub $2. Only played an hour so far, and it has fit the description - calm, but still challenging. I don't really care for something like SimCity because it is too much, but this wasn't that way. I've probably already gotten my money's worth, but I'm already thinking about when I'll next get to play.
