I haven't gotten an offer for no-rush for months. All I get is a 1% bump to 6% on my Amazon CC.

Available credits get automatically applied before your card is charged (if you still owe anything) they do not show during signup.

Also if anyone needs it here is where to check your credit balance:

I have to use my non-Amazon credit card in order to be offered Prime No Rush credit. You could try changing the default payment for your Amazon account to another card to see if that helps.

Also, filler items can help trigger it. I sometimes have to adjust the delivery dates too.

I've had Starz for a year or so (direct subscription.) FYI there seems to be an endless offer for $3/mo when you attempt to cancel, I've done it three times in a row. It seems they'd rather have some money than no money, go figure.

Maybe they have to maintain a subscriber account minimum to meet their loan covenants with their lenders?

I have Starz through a Verizon deal that includes Starz and Netflix for a year. It was totally worth it for Netflix alone, but Starz has had the worst catalog of any streaming service I've used so far. I was particularly interested in American Gods but didn't realize until after I started using the service that they only have a single season of three on the service despite it being a Starz original. Unless I hear they have made big changes to it I have no intention of renewing Starz or signing up for it as a standalone service even if it is only a few bucks because I doubt it would see enough use to justify any cost.

I finally started getting no-rush digital credit offers again after about a month of not getting them. I usually use my laptop for Amazon purchases. But when I happened to use my Amazon app to purchase a few things, I was finally offered a no-rush digital credit! And after that, I also see the no rush offers on my laptop purchases.

Also, when I tried using my giftcard balance to purchase, I was not offered no-rush credits. I had to use my credit card as the payment method to get no rush credit offers.

But perhaps amazon cc purchases are not offered no rush credits?
