The listing on Amazon repeatedly shows this as a 1,0000 BTU unit. I don't know how to read that number exactly. I thought numbers were supposed to be universal? But I'd beware of any single hose model. These things create a vacuum in your home and then just don't work much after that point. Ideally, you want positive pressure in your home to keep the outside out. When you create a negative pressure in your home, you are drawing in the outside through every area your home leaks, and it's just a bad time under those conditions. These "portable" AC units typically suck!

Does it make sense to look at something like this and run it as a dehumidifier for a basement, rather than AC mode, or stick to a dedicated device?

No, if you want a dehumidifier then you have to buy one specifically for that task. While an AC is essentially the same thing, there is a huge difference in the amount of water each can extract. Even though many AC units advertise a dehumidify function, they more often than not end up adding humidity to the air, not decreasing it. I'm running two AC's right now, they are both set to their dehumidify function. I was at 39% before I turned on the AC's, and I'm now at 49% after a couple hours later! I am also running one of these simultaneously:

I just ordered another dehumidifier this week because 50% is a danger zone for me, I'm not a fish and I cannot breath under water. I have been very happy with the first one I purchased, so I got it's baby brother coming Sunday:
