I have a pelican brand one that looks exactly the same. It fits my Galaxy Fold 5 well but not sure that a newer Galaxy ultra would fit. That said, I used mine at the beach today and it was perfect.

For underwater photos just get underwater specific cameras / disposables / etc.
It absolutely is for using my underwater as well as keeping your phone dry around water. I'm not saying this form factor is better than one or another, but placing your phone inside a large bag with no access is wholly different than having full use of your phone including underwater.
