It's the employees, and I've found Popeye's staff are, with high frequency, far less competent and responsible than nearly every other place I go, and there are reasons for that. I've had instances with a manager running nearly the whole store while "employees" literally cuss and heckle and laugh while running around hiding from and throwing food at each other (at some inner city locations) with half a dozen customers waiting to be served in plain view of it all. It's insanity.
Other locations in the suburbs tend to be well run and clean, with prompt polite service and quality food. Choose wisely who handles your food.

I generally enjoy Popeyes, but there are two in my area. Both have bad reviews on Google maps, and I see barely anybody at the one near my house.
Low traffic = chicken that sits around
Probably same thing with other locations that suck.
