I signed up through the app and got a welcome email mentioning the free burrito. It took a few minutes, but the free burrito (with purchase) coupon showed up in the rewards on my account. The coupon expires after 14 days of signing up and can be used on any of the burritos (it removed the a la carte price excluding any add-ons).

Signing up also added several other "Welcome to Loco Rewards" coupons to my account for discounted items that expire after 30 days from sign-up.
