they will ship to anyone even though you do not live in the Sacramento area.

free Menorah and candles. We're happy to provide you the free menorah, however, as you live outside the Sacramento area, we request that you pay the $10 cost for shipping.

So, they will provide it for free, just need to pay for shipping outside their local area.
they provide a link for the ten dollar payment needed via email.
