It's rolling the dice, but I have returned 3 or 4 "final sale" items to a physical J. Crew store and they just do it like a normal return. I've never had one denied. I'm not saying it is policy and I wouldn't recommend counting on it, but worth a try if you inadvertently get stuck with something that doesn't fit. fwiw, I have found J. Crew sizing to be very consistent.

If you have a good tailor can't you just make the necessary adjustments? I would just buy the bigger size if you're in between sizes.

And if you are doing that, there's a good chance you have loss most if not all of your savings. It's a $300 suit, not $150 suit. And there are just some things tailor may not be able to fix, especially this being a slim fit (which can mean a lot of things).

The visa return protection cards generally require you to send back the merchandise to them (or whatever fulfillment company cardbenefitservices uses) before they issue you a refund. It's a bit of a hassle and you have to pay shipping, but worked okay when I actually tried to use it.
