The rtx 5090 is shaping up to be a massive improvement over the rtx 4090, however it's slated to come out late Q4 of this year at the earliest, with some leaks indicating early 2025 being the earliest any meaningful amount of stock will be available. If you can stack substantial additional discounts and cb, and have use-cases right now such that you would benefit from a gpu as powerful as the 4090, this is a good deal.
For those with no pressing need for immense compute performance waiting will typically net you a better value, but in the short term this is by far the cheapest I've seen a new rtx 4090 available for.

On the other hand, gpus like the rtx 4090 with immense compute performance and 24gb of vram are very useful for specific non-gaming workloads, such as training ai models. For someone with the appropriate use cases, getting a rtx 4090 now instead of waiting 6 months could lead to a drastic increase of productivity. The rtx 4090 still reliably sells for close to or even above msrp (largely due the artificial scarcity cause by the diversion of 4090s to china before the export ban went into effect), and newegg will literally offer you a trade in value of $1350 for your used 4090.

OR you can spend $2500-3500 on something like Reddit's hardwareswap or Ebay where they'll be scalped to high hell.

Just found a 3090TI for less than $600 and if 5090 is over 2k I'm not going to make the switch.
