Singapore Visa is not needed for transit. to India You are not planning to get out of the airport.

They also offer visa free transit for upto 4 days for Indian citizens with a US Visa. With this you can stay upto 4 days Singapore. I did this last month while traveling to India. Singapore immigration have the details on their website. I also believe the airport offers a free tour of the city for transit only travelers, but not sure how this works.

As KBC said regardless of your passport origin you're free in the airport (see: The Terminal ) but if you are a US citizen no Visa is required to visit Singapore for business or pleasure as long as you qualify for entry (this varies by country, for example in Canada Americans have reported being turned down at the border because of the DUI due to a discrepancy in sentencing, if they are aware of the limitations they think the fact that the DUI was a misdemeanor here means that they qualify as not having had any felonies while it is a felony up north.) So if you wanted to extend the middle bit for a day or two in Singapore you could do so without a Visa as an American, most western countries as well, but definitely as an American. (Of course note there may be fees involved I am not a travel agent, but if the idea of that appeals at all to anyone poke it you might be surprised at how inexpensive it is.)

I would prefer going to BLR or MAA

I would avoid BOM/DEL even if it meant spending more/saving less

Why exactly? I've been to all of them but MAA and can't recall anything particularly awful about BOM or DEL.

If you want to spend time in Singapore, If you call the airline and ask them for a longer layover. I have done that once and they gave me a 2 day long layover which was enough time to sight see. You can get visa on arrival depending on your passport.
