If you look at the legs from the side they look like a capital H. They want the dimensions from the top of the horizontal bar to the lowest part of the top/frame below the top. (Ie if they put a shelf here how tall of an item could slide in.
It's only 20" deep - not much workbench space (maybe a side bench for bolting down some stuff). If this was 28" that would be a homerun deal right there.
