Because you can trust a Fluke meter and when you are trouble shooting an expensive piece of equipment, a cheap meter won't give reliable results. Also, when your life depends on a meter, do you want a Fluke or an Amazon Chinese knockoff?
I am not an expert but right off the bat, the 4000-count one you shared will apparently do DC current, whereas the Kobalt (Lowe's) one will not.

I've been doing some comparisons myself focusing on the features that are important to me.

I recently posted a deal on a Klein and a lot of the comments there also mentioned the Kaiweets brand, I think likely similar to the AstroAI. Some of the commenters mentioned concern over trusting a non-major brand (like Klein, Fluke, etc.). So I think the Kobalt would be a good compromise for someone who wants a more-or-less name brand (granted, a 'store brand') with a pretty good featureset and a good price.

The Kobalt meter is a true RMS meter and the Amazon ones aren't.

I've bought a few of those Amazon ones. (Not those specific ones but there are tons of those meters on Amazon.) They generally work well enough but the durability definitely is poor.

FWIW, those AstroAI ones do claim to be TRMS further down in the details of the product page (not sure if that can be fudged at all).

My Lowes has this in their clearance section for weeks now, no one seems to be reaching for them. I don't know much about them other than they are not a complete kit like others, otherwise i would have been interested.

What about it is not a complete kit? Unless you mean how some are bundled with something else like a line splitter, outlet tester, etc. -- but this one does have the case, probes, and temp probe.

Also if you don't mind, what price did you see on clearance, was it this same price (40 bucks) or even lower in store?

Yes same price in store, which is why i also did not look hard at them since they are only $15 off. Yep i mean the ones that come bundles with everything, the line splitter, outlet tester etc. I have no need for either one but as a homeowner i would rather have the "complete" set instead of two unsused tools floating around.

Totally anecdotal - the last Kobalt multimeter deal was a real piece of junk. Like, basic functionality didn't even work according to reviews. I suspect there's a reason these have been on clearance frequently and don't seem to move.

This is obviously a different model, has a clamp, and better reviews... But I wouldn't implicitly trust Kobalt as a name brand for meters and measurements devices. There are similar meters at Harbor Freight (Ames, etc) around this price all the time with very decent reputations / other Chinese generics (Astro, Kaiweets, etc) that I'd rather roll the dice on if you want to save a few bucks over Klein.

Even the Fluke is missing DC amps via the clamp. DC is nice for automotive diagnostics. I would like to see a Capacitor check on my next meter too.

DC amps is also good for solar. A clamp meter 206D or similar is by far the best bang for the buck when purchased from the x press website..

The major difference between this one and most of the Amazon ones is that this also does capacitance. This is great if you're using it with heavy duty equipment like an HVAC system and testing capacitors. If you just need one for car batteries and DIY work on light duty electrical work, then this is an overkill and get a cheaper one for $20.

Both of the AstroAI meters linked above do capacitance testing.
