Delta, American, and Jetblue (only checked these, but since they're all the same I wouldn't guess anyone gives you much more) limit carry on size to 22" x 14" x 9" which the bag you're asking about exceeds. Very good chance it would fit in the actual overhead bin if they're not being strict with checking sizes that day, but it's up to you if you wanna take the chance.
