It's not on sale but Walmart's Ozark trail "4-Person Clip & Camp Dome Tent, 8' x 8.5'x 50"" is $40. The only complaints about rain are unrelated to the tent's performance (broken zipper, missing rainfly cover, etc).
Also note with some tents the 4-person might have great performance in the rain and the 6-person might suck (or vice versa), but the reviews will mix them all together so you have to be very careful.
Keep in mind that a 4 person tent means you can fit 4 sleeping bags on the ground and that's about it. If you want room to change clothes and store your stuff in the tent you probably want to size up. But don't go TOO huge if you'll ever camp in cooler weather. Your body heat can keep the tent warm. 2 people in a 10-person tent, not so much..
