I'm looking at this 15 inch M3 with 16GB and 512GB SSD. It is $1499 at Amazon and Costco. Is this likely the best deal on it for the next few months? Or at what price should I be looking for?

Personally I would just buy it and enjoy your life. As I type on a 13 inch MBA my only regret is not going w/a 15''. Fine on a table but awful when just trying to type on my lap or in a bed. I miss my old MBP's size. Outside of that....best device I ever used for non-work purposes

If you are looking out of necessity then don't let $150 stop you, that is like $0.10 a day if you keep it for 4 years.
If no urgent need then always a better price/newer model around the corner.

OSX doesn't use memory in the same way that Windows does. You quoted an Android device....THAT doesn't use memory in the same fashion that OSX or Windows does as well. All three are different OSs
This model - specifically it being an Air - is meant for the 99% of users and not the 1% who would require a much stronger device. It would be sucide for Apple to continuously release a base model at this spec if it didn't "work".
For you this may be an insult of a spec. For the vast majority (and the base model MBA is Apple's best selling MacBook, just to note) this is more the enough for the next 5-7 years. It's an Air and not a Pro. NOW, if you deem yourself a "Pro" and are using 8GB on the MBP line....bless your heart
