This is the new scam. Well, new to eBay. Artificially increase the price, then offer a coupon. This is no deal, but it still entices some people to buy. Don't be fooled.

JC Penny's was sued decades ago for said new scam, their defense in the 80s was "everybody does it."
Point is hardly a new tactic. Just check the prices at the grocery store the next time you see something buy one, get one. Somehow that 3.99 item is now 6.99 (each) during the the promo

They double the prices of the items and then say they give 20% off😀. Especially for cellphones and electronics. I see them do it all the time they don't have any good deals anymore. I would rather ebay bucks.
Or maybe they're just trying to compete with prime day? ...
No, ebay does this almost every month now. Multiple people have confirmed items they were watching went up in price by 18%-30% when the sale started. Ebay used to do much broader category coupons that worked with a lot more sellers. They have switched to category coupons that work with 'select sellers' and those select sellers are all informed and adjust their prices before the coupon code goes live.
The only real deals you find any more with these coupons is an occasional seller who has a secondary discount on an item that they forget to disable when these go live.
If only a Lenovo monitor would have a sale that I could use this in addition would it be a deal… every once in a while but hasn't happened in some time like you guys mentioned

eBay has been a complete dumpster fire for years now. These so called "20%" off eBay sales have now become the new bed bath and beyond 40% off coupon, available almost all of the time, and useful only on overinflated junk that can be had for less on most other online retailers.
2024 eBay has virtually no relevance other than obscure old car parts, vintage electronics, clothing, computers, or "weird collector items".
In this day and age, there just is very little reason to be looking on EBay for any new item.

This would be a real deal if it wasn't limited to certain items. The codes never work on anything I have saved in my cart. As others have said the items that it can be used on, the price is usually inflated when this code is available
