Techron Complete is what BMW rebrands as their own fuel treatment. It's a must for people that have direct injection engines. I can't speak for the Lucas stuff as I've never used it. BMW recommend it every 3000 miles to prevent carbon buildup.
Besides carbon buildup, the damage done by ethanol, particularly as it degrades and becomes gummy, is very real. I've had a stuck fuel gauge that this stuff fixed within 20 minutes of being added. I've also seen it even out a poor idle/possible miss situation presumably due to clogged fuel injectors in surprisingly short order. These things happen.

Instead, I believe the dealership service department is offering a service ("fuel injection service") that could be anything, including putting the injectors through some sort of cleaning machine, some sort of cleaning chemical additive to the fuel tank (similar to Techron), changing a fuel filter (is applicable), etc...
The Dealer Service Department is where a LOT of money is made at a dealership...they have a number of ways to screw over consumers and scare tactics to use to sell various services - especially when they are dealing mainly with people who are bringing in their newer vehicles that they just spent $25k+ on!
Remember how hard they used to push "nitrogen" air for the tires....that scam worked for a while, until most consumers realized that the air we breath is ~78% nitrogen...that's just one of many scams.
If the dealerships could figure out how to sell people "Blinker Fluid", they would!

Chevron with Techron has changed their formulation over the years abd at certain times it wasn't clear if there was any PEA at all. Presently, it's widely accepted that it does. However, the amount of PEA is unknown as Chevron keeps its magic sauce locked under proprietary bs.
Luckily other brands were transparent in their MsDS.
I found Redline to contain the highest amount of PEA.
The best bang for your buck is Gumout All-in-One. This is what I personally use.
