This will run off a 9 volt battery if you take it apart and bypass the built in transformer

fish tank keepers;

if you somehow mount one of these above the waterline blowing on it's surface
you should be able to lower the water temp by 5°F below ambient room temp,
but you will also need to top off your tanks water 50% more often.
if you are planted tank keeper, this will not lower the water's Co2 saturation
nearly as much as using a bubbler.

Oddly specific but accurate comment lol. We used fans in the aquarium industry for the same reason, and if you place it well enough it'll create ripples on the surface to look more natural/sea like/wavey.

I use one of these on my desk at work. On its lowest setting you barely know it's running. The actual motor is very quiet even on the highest setting. You really only hear the blades and the air it is moving because it blows quite hard for a small fan.

It's a bit pedantic but it annoys me that they call everything they make an "air circulator." There is no such thing as a personal air circulator. Either it's a personal fan or it's large enough to actually circulate air around a room.
