The most common cases are -
1. Smooth the water. Waterfalls will look magical.
2. Cityscapes. You can remove moving people or cars from the composition (or have "ghosts" on your images).
3. Special effects - Night lights in the city, moving stars, etc
4. Compensate for very bright light conditions when you shoot wide open.
Speaking of this filter - it is way too dark and will have limited usage for #3 and #4. For example, 1/100s "normal" shutter speed will require 11 minutes with this filter for the same exposure. And likely, you'd have to do several shots to make it right. Don't take it wrong - for $25 I am definitely including it to my kit as the 4th filter (I have 3, 6 and 10 stops ones). But I wouldn't take it as the only filter for my needs and expect very little usage from it.
Though, it may be a good opportunity to check if you like the long exposure. Grab it and the cheap $20 tripod and go play around in a sunny day. Just be prepared to invest into the good lightweight travel tripod ($200+) and quality filters ($300+) if you like it. Word of caution- get quality ND filters to avoid color cast low-quality ones tend to produce.
P.S. step up rings are fine, but you are going to shoot without the lens hood. This may lead to the flare when you shoot at specific angles towards the sun.

Looking at my records, I was able to get the 67mm one for $119 in 2017, but I think I ordered it a few months ahead of that eclipse.
I'm ordering this one. It's worth a shot to try step-up or step-down depending on my lens. (I have one 95mm lens that's a pain$$$ to buy for).
