It checks all the boxes IMO, yes. vesa if needed, 4k 27", kvm, IPS black semi-gloss panel with decent color reproduction, 97w power delivery through usb c.

How does this work? If I have a desktop plugged in via HDMI and then I have a laptop plugged in via USBC will this toggle between them?

If you have a Mac, then no you can't, Apple doesn't support daisy chaining. But you can use two cables hooked up to your computer or to a thunderbolt port.

Surprisingly, the monitor itself does support daisy chaining, first one through usb-c and the second one over dp, However, as I commented elsewhere, Macs currently do not support this, so you'll have to make sure your computer can handle it otherwise you might be disappointed.

This is very good monitor but know that you cannot run at the native resolution and you need to scale it up for it to show text at legible size. If you run native resolution, the text will super small and I believe you need to run at 150%+ to make it usable. So effectively, for office work, you cannot have the 4k real estate.
For office work, 4k should be at least 32".
