I've bought gift cards from Costco via online store and in person — no issues to date.
Just something anecdotal to add to the discussion. If there's any company that I'm sure would handle a refund, it's them.
As for Subway, I'd recommend trying to use the card online. Each Subway is independently franchised and I've seen some strong discrepancies in acceptance of coupons, cards, etc between two stores in the same town. If you buy online, the local Subway just gets an order and you can usually apply any coupon or gift card with no issue.

It's not the best but I'll sometimes go when they have a deal. Just bought these giftcards today and used them towards two $7 footlongs, so it's like I only paid $10 for them. $5 footlongs are back, and I'll be a regular at Subway for as long as they're at this price

Used to be able to stack subway coupons and pay ~$5 for a footlong, but the locations near me stopped accepting coupons via the app. You can combine all the giftcards into one pretty easily on the app.
Only time i had a problem with them was when i didn't have enough for the full cost of my order, cashier didn't know what to do. Easy to combine them on the app though
Done ordering gift cards from Costco. Never had an issue until my last order and it was a ridiculous process to get my money back.
Idk what miserable shit head is down voting everyone, but I just had the same experience with their dominos cards ($100 for $70). Only one out of 4 worked. Costco had me go to Dominos, dominos ghosted me for 2 months despite multiple emails and evidence, then finally got back to me only to send me back to Costco.
I got lucky I got someone at Costco the third time who said it's THEIR problem to resolve, not Dominos, because the previous two said the opposite.
Having said that, zero issues with my last set of subway cards.

I bought the deal, received the giftcards by email 15 minutes later, added to my Subway account on the app and made a purchase with no problems. YMMV I guess.
I was able to successfully add them to my app too. And once there, they can be used for online orders. So shouldn't be a problem.
