If I opt in 2 or 3 of these ( I have 3 pre wired for access points in my house), can I manage them myself with seamless roaming ? I mean without paying for licenses for cloud monitoring?

yes, they have local-only management, you don't need to use cloud for anything.

keyword is "seamless roaming". You can put them in stand alone mode. But can you have multiple in a mesh network for free vs just multiple with the same ssid and they have no clue that other aps are on the network?
