Is this similar to part 2 where the game is basically useless unless you have an online account? Or did they fix that and add more local co-op or NPCs?
Hard to find details, but the last one felt like a serious bait&switch if you don't feel like buying and maintaining an online (NSO) account.
Yes, believe it or not, there are a lot of us who don't like the hassles and creep-factor of our kids playing online
If you're referring to LAN or local online play (wireless), Splatoon 2 and 3 both have private battle. Access to private battle is hidden unlike in Splatoon 1. Splatoon 3 has private Salmon Run. Unfortunately, there isn't split-screen co-op in 2 or 3 though.

I guess you already know by playing Splatoon 2 and of course comfort level is different for every family. But Splatoon and every other Nintendo game have virtually zero creep factor. There is no voice chat. No text messaging unless you use an app with people who you have friended. The only thing that is questionable is that as you can see other players customizable drawing boards as you approach them. But I've never seen anything questionable that anyone has posted. There is a reporting system for those pictures.
And yes the game is very multiplayer heavy. I'm usually a physical game collector but I buy the Splatoon games digitally because I figure once they shut down the servers there won't be any real reason to come back to it so I'm not really worried about game preservation.

I'm pretty sure Nintendo went out of their way to make Splatoon safe for kids to play online. IIRC you can't do voice chat of any kind unless you have explicitly friended a person first, so there's no chance someone will just start screaming obscenities at your child when they join a game. Most other comments and whatnot are restricted to pre-defined text.
Overall yes. The game definitely has its flaws. Namely..
- Single player is not as interesting as previous games.
- Some of the good maps in splatoon 2 are not available but new ones are added a few times a year.
- The three way splat fest choices feel contrived.
That said...
- Weapon options are fantastic
- Salmon Run (4 player coop) has gotten better.
- Splatfests are not the only timed events. Big Run is where salmon run takes over one of the normal maps for a weekend. Eggstra Work is a salmon run where there are 5 rounds (rather than 3) and it is not randomized so you can learn where enemies spawn and earn lots of eggs. There are also special challenges where you have to win a certain number of matches using specific gear and salmon runs where you get access to special over powered weapons.
While the game does have some issues, there is a lot more to do in splatoon 3 and overall the various game modes (except single player) are more fun.
this game was so boring. my kid stopped playing with it after 10 minutes. you need to pay money for online access, which i think would make the game more interesting.

Until you see the messages and pictures people have in the plaza.

Most of the fun is behind the online subscription though.
