I will address this as if it is a serious question.

Yes, people buy this much soda and drink it before its Best By Date. It has a long shelf life.
It is still good past that but the carbonation decreases over long periods.

With the lack of decent prices since inflation set in, I suggest people stock up during sales like this. They are not happening weekly in my area.

By the way, nobody is selling single 12-packs @ $4 (of name-brand soda).

Buying 12-Packs offers much more varieties than cases of 24 as well. So mix it up.

Typical soda deals now require 2 or more x 12-packs or a case or more of 24-packs. I hope this helps to explain the current trends.

If you are worried about the calories/sugar factor or the terrible artificial sweeteners, this deal may not be for you.
The way to get prices back down is to stop buying this price gauged product. Force them to sell it at a decent price. Vote with your wallet.
I doubt we will see 4 x 12-Packs for $10 again. That was about the best deal for a few years now and then.
Costs are up so they pass it along to us. If you want it, you buy it. If you are slick, you wait for a slick price (compared to current trends). This is the a good price right now. Either pass or stock up. If that sticks in your craw, feel free to boycott it. I won't cut off my nose to spite my face. There is also a thread with a better price but less selection at Dollar General if that interests you. Or you can start your uprising there as well. Limit 3 for that deal.
So you'll save a dollar on 3. Requires registering and using their $2 off digital coupon stacked with the in-store deal of 3 for $13.

This Kroger deal can be repeated all week as it needs no coupons.

I have been avoiding some "deals" posted on snacks based on inflation, but only things I won't miss much. I will not pay 50% or more than I used to for some things. But I don't expect to influence inflation by passing.
I won't pay the regular price for soda, and have gone without for long spells when no sales come up. So I stock up when a good sale hits.

Thank you, OP, repped!

Nice deal, great price! I wish I had Krogers in my area. I will try to find a similar deal.

My Kroger stores are never as cheap as the "select" Kroger stores deal price on these.
5 for $10 is about the lowest price for these bottles I have seen here at local Krogers or at Jungle Jim's, and rarely...
3 for $5 is about the lowest I've seen 2L bottles go on sale for this Summer, locally.

Maybe not that practical for some, but sodastream and similar is a good alternative. It's still overall cheaper than the 33 cents a can these "deals" offer and you don't need to go to a store or take up space in your home. Everything can be shipped and won't bust in the shipping box like many cans do. I just got my machine a few days ago and the freshly carbonated bottles spank these half flat half deteriorating cans that go on sale. That's the main reason I even tried it when I saw a deal alert for sodastream diet cola. I had bought two different batches of diet Pepsi from Kroger from one of these deals. They were both expiring in a month and absolutely tasted AWFUL, like the inner plastic lining had melted. I also bought some 50 cent diet Pepsi bottles on sale at the same Kroger and they tasted really off as well. It's a huge gamble with these. The beverage mixes with sodastreams seem to be more stable and the carbonation is always fresh. If you can attach or get ahold of a large CO2 tank and attach it like on YouTube, then the cost is very slick. But even with the standard CO2 cylinder exchanges every couple months, the total cost is still cheaper than the 33 cent hassle of hoarding expiring soda cans and bottles. Everything is easily nailed, from the cylinders to the beverage mix, and can last a long time.
I can't explain your particular Kroger's issue with old stock, but my stores go through major brands stock so fast it is always fresh. Sorry for your bad luck there. We have fresh pallets of soda every week.

Soda Stream is significantly MORE expensive than this deal. For example SodaStream Pepsi Zero Mix is $2 per 12 if you use their official serving, but nobody does, to make it taste closer to the commercial drink it is $4 per 12 (i.e. 2x the "suggested" amount). And we haven't even included the CO2 tank yet which is $50 for the tank, $40 for the adaptor, and about $25 per refill (which you'll need to do roughly every 100x "can of soda" equiv). The big problem with Soda Stream is that the drink-mix is MASSIVELY overpriced, and even doing bulk-buys from e.g. Amazon it is still at least 4x more than it should be.

I own a Soda Stream, you'll have to work hard to make it cheaper. Specifically finding somewhere selling commercial syrup to the public and then figuring out the correct ratio.

Simple. People will be forced to buy more. More selling means more profits for company.

We are seeing this buy 2 get 3 free deal here in the Pacific Northwest at Fred Meyers, which is a Kroger property.
