OK, so some clarity on this deal.
tl;dr bad deal and not worth it.
I have redeemed and used it already, so here was my experience:

You pay the amount, in my case the $36 for the $60 "arcade card". An arcade card is different than a gift card as people have implied.

You then get emailed a PDF for redemption instructions. In short, you have to use the link in the pdf, then enter your name and email address (which I assume has to match your order) and the redemption code. You will then get a second email that has a link to the actual QR codes that you will use. They will not be enclosed in the email, you have to go to a site again via the second email. Again you have to enter your email address at this site.

Each QR code is worth $20. However they restrict it so you have to get $20 worth of chips and cannot combine the monetary value for a higher package nor can you pay the difference. At my location that is 100 chips for the $20. So for example, you want to get the $100 package for more chips per dollar. They will not let you do that. It MUST be $20 each in separate transactions. You can use all three on one card on the same day, but you are locked into buying $20 packages. So, since you pay $36 for 300 chips (again this amount may vary by location) it is 12 cents per chip. Also, this cannot be applied to food, drink, or non-arcade activities like pool or shuffle board. If you are a rewards member, you can get more for your money just in the app. Totally not worth the trouble and very restrictive. Thumbs down on the deal.

Also, for those asking, you cannot redeem anything like this, coupons, etc. on Wednesdays because games are half off, but they cannot stop you from redeeming it any other day, and you just come back on a Wednesday. Chips (their nomenclature for money or credits) do not have different value nor are they changed at any time.
T-Mobile runs these promotions for D&B all the time using this website. I've done it three or four times. Legit and delivers within minutes.
Can this be used on half price Wednesdays? I had issues redeeming those $20 cards for $12 deals on Wednesdays.

EDIT : Not valid with any other offers, including Half Price Games Wednesdays or any Half Price Game promotion.

What is. $60 arcade card? Dave and Buster's sells game chips. For example, 580 chips is $80. What does this deal get you?

Why wouldn't it work? D&B just lowers the cost of each game on Wednesdays doesn't it?

I used to get the promotions for game card refills that said not valid on Wednesday. They always worked for me. Over a few months a racked up about 500 chips and took my son out on a Wednesday and used nearly all of them. Of course mileage may vary if they changed something.

This deal gets you $60 worth of gaming, for $36. You put money on a game card and swipe that card at games. I've never heard of them using Game Chips. I've always used a card at D&B. Every game has a different amount of money on it. So, if you have a $60 card, you have $60 to spend on games. Some games are a dollar, some are several dollars.

D&B definitely uses chips, and their games are marked by how many chips they cost. They do this so they can incentivize larger card purchases. The larger the card you purchase, the less your cost per chip is based on "bonus" chips they include. Overall, I am not sure I see this as any better than a buy $20, get $20 deal that they have, but those are becoming infrequent. Also, you will have absolutely no trouble using this card on a Wednesday.

I believe you get $60 worth of chips which is 320 chips for that discounted price.

Comes out to 0.1125 per chip. Not a bad deal. On Wednesday, it's half price day so your chip value essentially doubles.

This is basically a $60 gift card. The best way to utilize it would be to purchase the largest chip bundle they have and apply the $60 towards it and pay the difference.

I always used to do this stuff including coupons on Wednesdays until idiot managers who didn't want to be proven wrong made every excuse on earth not to honor it.

I've used this twice in August. Chips are the gaming currency for D&B. It's a good deal. In Florida I purchase D&B gift cards at Costco $100 for $79 which makes these deals even slicker.

After checkout via the website you get a QR code which you bring to the front desk.

So I got the email straight away with a pdf with a link. It takes you to daveandbusters.offerredemption.com put in your email and get another email with another link. Go to daveandbusters.offerredemption.com again with the new link, and then get the final pdf with each $20 QR code. (3 on mine since i got the $60 one)

Does have some restriction so its more like a groupon, not a gift card that has a lot of regulations. Promo value expires in 90 days, what you paid does not expire. Says one redemption per person per day, but with the 3 kids I'm hoping I can go down and load all the promos onto my existing power card and use the chips whenever since chips dont expire.

Fingers crossed, if theres a major issue can always chargeback i guess.
