Yes you will have to fund your PayPal Balance first , it won't be pulled from the linked bank. However if you store it in a PayPal savings account it could be better. there's no interest in leaving money in a PayPal balance account.
unfortunately I have no idea if this works through gpay or applepay linked on your phone. you might have to carry a card .

I have their credit card. Doesn't integrate with Quicken properly. Not sure if their debit card will do so.
Also not seeing this as a great deal. Max $50/month, if you fund and keep cash in your PP account. Might be useful if you are merchant that accepts PP and regularly have cash in there, but not for individuals who leave their PP account empty, link it to a credit card, and just use it to buy stuff.
(Also, still salty about them reducing their credit card cash back from 2% to 1.5%)
This help article explains a bit more.[paypal.com] Looks like you can't have both the Business Debit card and the personal one. Went to cancel the Business Debt and got a 1.5% cashback for 90 days retention offer.
Today is "choose" day and for the second month in a row (and likely the final month before it expires), I chose the tech category for December. Last month, I maxed out the $50 so be aware only the first $1000 counts.
From the looks of it, retailers and merchants appear to be bailing on this "perks." My "tech" balance has increased tremendously over the past 30+ days from what it would have been normally in those other category and even with a $50/month cap, no problem hitting it.
As for the offers, retailers like Best Buy and Ebay instead of high percentages and daily offers as fast as you can use them, they either pull out altogether or the new offer is 0.5% or something lame.
My guess is this is short lived and goes away in 2025 but the tv commercials are nice.
Interesting data point. I had chosen "grocery" as my May category. Went to Costco. Bought stamps ($72.75/100 forever) Bonus posted as 364 points.
Key points: •You must choose your monthly category BEFORE your purchases •Costco DOES count as grocery, regardless of what you purchase. • Limit is $50 bonus monthly ($1,000 in purchases).
