Do these work if your network is up but your ISP goes down? I heard that the Matter Kasa Plugs did support that offline behaviour but that Tapo did not. Anyone have some guidance here?

For those who above all else want to save a little bit more, the non-matter version of these are currently 4 for 20 (same price as back in June) https://www.amazon.com/dp/B0BBYV5JM2 the main difference between the two is you would have to push the physical button on these if the internet goes out and you want to turn them on or off.
