I believe you can upgrade the ram. There's a video on youtube for 2018 mac mini about upgrading ram. Also on that video, it state that the SSD (soldered) can't be upgrade but is a better SSD.

nobody should be buying an Intel Mac in 2024. with the EDU discount u can get an Mac mini new for 4-500, and the EDU dont require verification so anyone can do it.

Yes but it's only 8gb ram if you want 16 that's +180$ . Hopefully new Macs with m4 have starting ram of 16gb im so tired of having to shell out almost 200$ for 16gb ram versions . I would never buy Mac with 8 gb ram .
