Typically not. Those discounts exclude Lego but hopefully I am wrong.
As a side note, there has been a lot of bigger discounts on Lego lately so this might not be that great if sale depending on what you want.
Depends with Target though as many of their online Lego prices are already reduced. Add an additional 30% + 5% for red card holders and it can be a pretty slick deal.

Legos are excluded from the toy promotion but are eligible for another Circle promo. There is a "Spend $120, get $15 reward" promo that only excludes gift cards, optical, etc., but miraculously, LEGOs are not excluded.

The terms say that you need to pay $99 for the membership, but it seems I'm still getting the discount when I'm trying to purchase it. I'm curious if we would actually get the coupon but don't want to be the first to try....
