Yes, it is, by about $6, and good enough for me to ring the bell on this excellent watch. Last time a few people combined targeted vendor codes with the ebay 20% code and got it for less, but that wasn't many, apparently.
You may want to edit your OP from "Silver Watch" to "Super Titanium", which is one of the premium selling features of this model. (Along with the high-end Miyota 9xxx series auto movement.)

Unless it's factory refurbished, it's not refurbished..
I have a 6.5in wrist and usually go to about 42mm max depending on the lug-to-lug.
The lug2lug on this watch is 49mm, but due to the male and long end links it measures about 54mm. I think anyone with a 7in wrist or over should be fine but be aware the watch wears big and the end links will overhang (which I hate) if you have a slim wrist.

Teddy Baldassarre did a review a long way back explaining how while the watch is indeed 54mm due to end links, it *feels* a bit smaller, splitting difference so wears more like a 48mm. I think it's pretty much the max size for 6.5in, just my opinion.
