That's a very good price, the problem is the bike is grossly underpowered stock.
Upgrading battery, brakes, motor, will cost ~$1000.
So you'd be better off finding a used one on facebook marketplace cheap, then upgrading.

You can add a 4th SLA battery(~$30) and controller (~$30) and get it up to about 25mph depending on weight of the rider. Add a 13 tooth sprocket and you'll be close to 30 mph.
