IMO, that's shady practice from Google. They shouldn't be advertising to us something that we aren't eligible for. They know exactly who is eligible and who isn't. They are experts in targeted marketing.
But whatever. It backfires on them often as people like me are less likely going to buy from them after they disappoint us.
