"The No. 1 Free, Powerful and All-in-one utility for cleaning your PC. Boosts PC speed and fixes frustrating errors, crashes and freezes. Features one-click functionality and easy, automated options. Over 20 tools to maximize your Computer's performance."
I pass on this, especially if it has subscription model. There are other alternatives out there that are probably better and/or free.
Having both PC Manager and Glary the primary difference seems to be that PC manager is about 95% just shortcuts to existing services in the OS that don't work properly.
An example would be uninstall which leaves tons of loose folders, data, and registry entries for programs. It also appears to only be integrated to Edge browser whereas Glary or CC or other options work for all programs whether Microsoft or not and actually do what the buttons say they do most of the time.

these utilities used to be pretty effective in earlier versions of Windows, but I feel more modern OSs have more of this baked in and automated.

I was surprised when Microsoft did it too. But I have used it plenty.
